I think Stained Class is Rob's best vocal album. His screams in Savage and Beyond the Realms of Death take the cake.

It is really hard to say, because Rob really sounds great on all of the albums to me. I don't have a favorite vocal album, but I do have favorite vocal phrases he does, such as 

The layering of vocals on "Exile" off Nostradamus
And the ending chorus of Locked In on turbo is really great, as is his vocals on Judas is Rising. 
Those are some of my favorites.

I don't know if I could pick an album.  The live version of Green Manalishi on Unleashed is awsome.  The screaming part at the end of the song still sends chills up my spine.

I'm gonna have to go with Stained Class on this one. Either that or Sad Wings of Destiny.

I wouldn't say Painkiller is because screaming amazingly, well that ain't really vocal talent in most cases but the way he does it is very much vocal talent. But he's done better.

Stained Class was Rob's peak vocally, he has said so and it really shows on this album. He reached his highest notes ever, the songs were just ferocious live and in studio. It contains a good number of Priest "classics" as we know them, not there popular classics. (ie: Beyond The realms of Death, Excited, Stained Class, Saints in Hell, etc.)

Sad Wings of Destiny I feel is equally good in that sense. It's got a fuck load of classics like The Ripper, Victim of Changes, Tyrant and Genocide. Musically it showed all the shades of Priest. Soft ballads to the heavy screaming metal they became famous for. Especially Rob shined on this album vocally for all the different styles that to this day he makes even more emotion and pushes them as far as they'll go live. But I think Stained Class has the upper hand in this.

Hats of to Painkiller though haha, still my favorite album.

I must say Rob's best vocal album to me was Painkiller.
I was home from the Army for about a month and Painkiller was released, I nearly passed out because of the production!!
The entire album was to me a 90's version of Screaming For Vengeance! (another of my Favorites)! With more kick!

I'd have to say War Of Words. He showed outside of Priest the full abilities of his vocals, which at the time may not have been on their repertoir, thus restricting his talent. For the first time we could hear a different range of vocals from him....he sang with a really clean high pitch raspy scream in some instances, used a motorvoice much like Sebastian Bach today (Love Is A Bitchslap as reference), as well as a more death-metal kinda voice on Nailed To The Gun track, and melodic vocals such as on Laid To Rest, additionally he used a bit of a raspy range such as on Immortal Sin. I'm beginning to understand now that it may have been the reason he temporarily left Judas Priest until the successfull reunion, whicn partially the reason for was that everybody came to understand Rob's vocals in all ranges are meant for Judas Priest, and that his voices should never be restricted in Priest.
