no, it can snow above freezing which is properly refered to a zero (C) as you may recall, higher in the atmosphere it is generaly colder, as long as its below 0 there, the snow can form. to have it stay around for a while you need temps below 0 at ground level (and for the ground to be frozen). otherwise you get snow that turns to slush, then water.
