in a perfect world there would be no trade bariers, but in this instance, many of the trade partners have none. I dont think that any trade bariers strengthen either side. in this case, I think it affects some countries with trade issues, and some under nafta where there are no trade bariers either way, in effect becoming a trade barier. in general though, I think any efforts like this are doomed to fail.
