This guy should NOT be dating your sister. That is plain pig-headed and cruel on his behalf. However, I think that whatever warnings etc you gife your little sister now would fall on deaf ears. So I'd say be there for her, try to watch out for her as best you can without interfering and once she feels comfortable talking to you about him, tell her that you know this guy, you know how he treated his ex and you don't want her hurt in the same way.
