this is the same in pop, rock, even country. mind you, they all suck to me, but they always did.

There are a few young band that I feel will keep carrying the torch for metal: dekapitator (2007 album storm before the calm feels like it should have been released in 1987)

But overall metal is going downhill fast. There will never in the history of metal be a band that achieved the greatness/godlyness that a band like priest or megadeth achieved.
