Don't see it happening in the USA. From an outsiders point of view, which I know doesn't mean much, the problem is the 'right' to bear arms. As soon as something like that becomes a right it gets an air of untouchability. Here to own a gun is not a right, it's a privilege - if you want to own a firearm legally, you have to prove you are 'fit' to (although in saying that, some people will get a licence, and further down the line fall through the cracks with their mental state etc). And a civilian would never be able to own a pistol like Jared Loughner had for just every day carrying around - you can only use a pistol at a range, and you have to prove to the authorities that you're a member of such a range. Extended magazines in general are illegal too. It took my father in law months to get through the red tape to get his pistol licence. I think a big thing that can be done is to more closely assess those who wish to own guns. This guy was clearly mentally unfit to be in possession of a weapon. Hell, a friend of ours got visited by a police officer to be checked out for his rifle licence renewal, all because he had sufferred from depression in the past. But I suppose it could be looked at as, as soon as you start scrutinising people, you are infringing on their rights. I don't know how it works over there exactly, but that's just what I think.
