No. That is not a feather of any sort. I'd sooner believe it to be the brim of a sombrero. At least it has the right curve. Birds don't have curved feathers. At least that big which would have to be a flight feather. Ok, perhaps it is the headcrest feather of an excited cocatoo. Dipped in a black hardening solution, of course.
